Analysis of the impact of digital skills on organizational culture and digital transformation in a public entity

Digital transformation is now seen as such by public administrations seeking to comprehensively modernise their internal procedures and services. According to a study conducted in public organisations in northern Peru, the digital competence of civil servants has a significant impact on organisational behaviour and, at the same time, sets the pace for progress in institutional digital frontiers.Using a mixed quantitative-correlative method, the results show that digital skills have a statistically and clearly significant impact on organisational culture, accounting for 67.7% of the causal explanation. The various training programmes that strengthen these skills increase the use of technology by 25% to 30%. However, digital skills also strengthen priority aspects such as institutional identity (67.2%), organisational communication (37.5%) and teamwork (47.8%).The surveys revealed statistically significant correlations in areas such as media literacy and data management (72.5%), digital platform content (73.4%) and, in particular, solutions to technical issues (74.9%). These findings provide us with valuable insights for more effective planning of administrative modernisation.
